Block 41 is one of Vaughan's last major greenfield 'New Community Areas' — 428 hectares between Kirby, Weston, Teston and Pine Valley. Here's the plain-English guide to what's approved, what's coming, and when.
If you've heard the name "Block 41" thrown around Vaughan real estate circles and wondered what it actually is, you're in the right place. Block 41 is the working name for one of the last major greenfield master-planned communities inside the City of Vaughan — a fully approved New Community Area on roughly 428 hectares in North Vaughan, launching to the public in Fall 2026.
This is a guide to what's approved, what's planned, and how to get in early before builder releases begin.
Where exactly is Block 41?
Block 41 sits in North Vaughan, bounded by four arterial roads: Kirby Road to the north, Weston Road to the east, Teston Road to the south, and Pine Valley Drive to the west. It sits between the established communities of Kleinburg (northwest) and Maple (southeast), with the Greenbelt wrapping around portions of its edges.
The overall Secondary Plan Area is about 428 hectares. Roughly 178 hectares (about 440 acres) fall under Ontario Regulation 644/20, which sets the permitted mix of residential, commercial, institutional and recreational uses.
What's approved: OPA 50 in plain English
The Block 41 Secondary Plan was adopted by Vaughan Council on October 7, 2019, approved by York Region on January 30, 2020, and fully approved by Ontario Land Tribunal order on August 18, 2021 as Official Plan Amendment 50 (OPA 50).
OPA 50 permits four broad building types across the plan area:
- Low-rise residential — freehold townhomes, semis and detached homes
- Low-rise mixed-use — small-scale retail with residential above
- Mid-rise residential — future condo and rental potential
- Mid-rise mixed-use — a walkable community core with retail at grade
What's actually being built first
Public builder releases are expected to begin in Fall 2026 and will focus on the low-rise residential zones first — freehold townhomes and detached homes. Expect starting prices from the $800,000s CAD, with pricing confirmed by each builder at their individual release.
Beyond the housing itself, the plan includes schools, parks, trails, a community centre, a library, sidewalks and cycling facilities throughout — the ingredients of a complete, walkable community rather than a subdivision.
Why the timing matters
Vaughan has very little greenfield land left inside its urban boundary that isn't already committed to intensification or the Greenbelt. Block 41 is one of the last chances to buy a brand-new freehold home in a fully master-planned Vaughan community at a builder's first-release pricing.
